RECONSTRUCTION AND ANDREW JOHNSON'S IMPEACHMENT
Very fine content A.L.S. of J. D. Hoover, 4pp. 8vo., Richmond, Sept. 26, 1866 to former Confederate General HOWELL COBB concerning a meeting with Edwin Stanton, the possible impeachment of Andrew Johnson and designs of the New England radicals on the South. He writes, in part: "...We have been back here for a few days ago past attending to some business with [Edwin] Stanton. I regret to say that I fear he is not entitled to that character for sincerity that I gave him credit for....I regret to say that my opinion of him has been changed from circumstances that have occurred recently. His actions in your case, & in Mr Hoover's, sake for me pretty sure that he cannot be relied upon. He has but little regard for friendship, past or present. I am disposed to say -- let him go. The President...seems to be paralyzed & scarcely knows what to do. In truth he appears to lack decision. His course has not...made him friends. On the contrary it has alienated many. Read the papers. The prospects politically of the future are all adverse to his policy. The Rad's will seep everything excepting the border states...What then?...If Stevens, Terry &c can have their say, they will attempt impeachment. Shalt President resist? If he does, then wild times, will have begun indeed...Suppose you should accept the Constitutional Amendment proposed...I fear, New England will intend to allow you representation again except upon it negro basis... ". With original transmittal envelope and much more fine content. Together with Howell Cobb's signature adding "Athens Geo." The verso of the slip bears the signature of House Speaker ROBERT C. WINTHROP (1809-1894). Two pieces in fine condition.
