PIERRE-LOUIS MANUEL
(1751-1793) French writer and administrator, procurer of the Paris Commune. A Republican, he was arrested and guillotined during the Revolution. Intriguing and acerbic A.L. [not signed], 1p. legal folio, Paris, [n.d., ca. Nov. 1792], on his Prosecutor of the Commune of Paris letterhead to building developer Pierre-Francois Palloy [‘Patriot Palloy'], tasked with demolishing the Bastille following its fall on July 14, 1789. In part: ‘…No one knows better the services rendered to the public spirit by the Patriot Palloy than [I] the Prosecutor of the Commune. But he will nevertheless make known to him that with the best intentions he combines his steps badly. How could he write to all the bodies that he could render his accounts to the council-general, without making sure the council-general can hear him. If Mr. Palloy owes accounts, it is up to the municipal council to receive them. According to what he told me, he only owes it to the people; and then it would be to publish them…Ask the mayor for permission to receive in the great hall the large assembly on which he counts; and the municipal officers would come there as all other citizens, if he invites them.'. Additionally signed by JEROME PETION, mayor of Paris, on the integral address leaf. Palloy (1755-1835) was a shrewd businessman and self-titled entrepreneur. He made his fortune by exploiting his knowledge of and access to the Bastille, creating sculptures from large masses of stone, conducting tours for a fee, writing lectures, selling parts of the building as souvenirs, and so forth. Palloy was not paid for his work demolishing the building for years, and no doubt publicized this injustice broadly and to the obvious irritation of the government. Very good.
