War-date D.S. as People's Commissar of the Railroads on official letterhead, 1p. 4to., Moscow, Apr. 1943, in Cyrillic, discussing the purchase of American railroads. The railroads, of course, were an important part of the Soviet war effort, given the vastness of that country and the need to mobilize military equipment and personnel. Signed in purple ink at conclusion. Wear to left edge from disbinding, several dockets, very good. $100 - 150
