Description:

(1879 - 1953) Soviet Premier and dictator who reorganized the government and army through bloody purges of his political enemies, allied with the Nazis who then turned on him and invaded the Soviet Union, costing 20 million lives. Important content typed D.S. "J. Stalin" in Cyrillic, 11pp. large 4to., [add place], April 4, 1938, titled "Protocol No. 2 - Meetings of the RKKA Main Military Council" for the date range March 29 through April 1. The document is marked "Top Secret" at top right, and lists the names of the high-level military officials who participated in the meetings, including Stalin, People's Commissar for Defense KLIMENT VOROSHILOV (1881-1969), Red Army Chief of the General Staff BORIS SHAPOSHNIKOV (1882-1945) Lev Mekhlis, Efim Shadenko, Moscow Military District commander Semyon Budyonny, Soviet Air Force commander Aleksandr Loktionov, and Head of the Directorate of Tank and Armored Car Troops Dimitry Pavlov. The meetings dealt primarily with numerous changes to be made to military preparedness within the Kiev military district, then under the command of Red Army general Georgy Zhukov. The content is mostly routine, and pertains primarily to the preservation of necessary supplies of ammunition, weapons, food, fuel and the like within the district. Stalin signs vertically on the first page at top right in blue indelible pencil, which he also uses to underline and otherwise highlight important passages within the text. On nine occasions, he also adds the initials "K O", possibly indicating that these sections are to be attended to by another individual. The document is also signed at the conclusion by Voroshilov in black ink as President of the Committee, with Shaposhnikov countersigning as Secretary. The pages of the document are stapled together along the left edge, with the first page detached and a 1/2" tear just barely affecting the first letter of Stalin's surname (repaired on the verso with archival tape). Also shows small file holes to the left edge, else very good.
