JOSEPH GALLOWAY
(1731-1803) Philadelphia attorney, Loyalist member of the Pennsylvania Assembly (1757-75) and First Continental Congress and intimate friend of Benjamin Franklin. Manuscript D.S. "Jos. Galloway", 2pp. 4to, [n.p.], Dec. 19, 1759, a legal opinion resolving a dispute over the estate of a Robert Tomkins, holding that his representatives have full claim to the estate. Folds with some splitting, which has been repaired on the verso with archival tape, slight foxing, else very good. Includes a typed transcription. In an attempt to avert the break with Great Britain, Galloway proposed a scheme for self-government while maintaining allegiance to England. Suggesting that all legislation affecting colonies be approved by both Parliament and a Grand Council representing American states, it was rejected. When the British occupied Philadelphia in 1777, he was appointed city administrator. Galloway moved to London when the military abandoned the city the following spring. The Pennsylvania assembly in 1788 convicted Galloway of high treason, and ordered the sale of his estates.
