JOEL POINSETT
(1779-1851) American physician and diplomat, U.S. Congressman from South Carolina, and later Secretary of War under Martin Van Buren. Also, the eponym for the Poinsettia plant. Manuscript L.S., as Secretary of War, 2pp. 4to., War Department, Nov. 23, 1840, in part: 'There is a mistake about the payment $30.00 by your agent to the assistant quarter master...bank will have audit for it. The sum alluded to by the Commissioner of Indian Affairs is $25.00 paid by Major Armstrong without authority by the Choctaw Indians, leaving an amount due to them by the Chickasaws. Maj. Armstrong was informed by the Department that the payment could not be sanctioned until we were in funds on account of the Chickasaws. Credit cannot therefore be given the bank for this payment until that period...Secretary of Treasury...expressed surprise that there should be any hesitation on the part of the bank to go on and make the required payments...'. Tipped to the interior of a 4to. folder. Minor tears at the folds, else very good.
