Important manuscript D.S., 2pp. 4to., Washington, Feb. 20, 1846, a petition addressed to "His Excellency James K. Polk President...recommending Captain Saml. C. Reid...late of the Private Armed Brig General Armstrong, who so nobly defended his country's flag at the memorable Battle of Fayal...for promotion to the rank of Lieutenant..." Davis adds his name to a list of 24 others, including PRESTON KING, STEPHEN STRONG, ISAAC MORSE, and other members of Congress from New York, Mississippi and Louisiana. Folds, a stain in blank margin and some edge flaws, else very good. SAMUEL C. REID (1783–1861) was a Navy officer who commanded a privateer during the War of 1812. He is also noted for having helped design the 1818 version of the flag which first established the rule of keeping thirteen stripes and adding one star for each U.S. state. At the Battle of Fayal, Reid inflicted severe casualties on boats from a British force en route to New Orleans. The British sustained over 100 killed or wounded. Andrew Jackson credited Reid's action with delaying the British squadron and so aiding the defense of New Orleans.
