Original signed pen and ink political cartoon, 16in x 20in, showing a storm-tossed but strongly-anchored buoy bearing the head of "Uncle Sam" and the legend "For Protection Of Neutrals". Large pencil signature and date 1919 at upper left. A few short tears at edges one barely touching signature.
