(1791 - 1868) Fifteenth President of the United States whose hands-off attitude toward states' rights directly contributed to the start of the Civil War. Partly-printed D.S. as President, 1p. folio on vellum, Washington, June 22, 1860, an ornate naval appointment issued to James McMaster promoting him to the rank of "...Assistant Surgeon in the Navy..." McMaster served aboard the U.S.S. Shenandoah which participated in the Union attacks on Fort Fisher in 1864 and 1865. Countersigned by ISAAC TOUCEY as Secretary of the Navy.
