HOWELL COBB
(1815 - 1868) American politician, congressman, and Secretary of the Treasury (1857-60). He resigned from the Treasury in December of 1860 citing that his home state of Georgia (then about to secede from the Union) was in need of his services. Although the Confederate congress appointed him brigadier-general, and was subsequently promoted to major-general, he took little part in military action. L.S. as Secretary of the Treasury, 3pp. legal folio, Washington, Dec. 21, 1859 to Adam Glossbrenner, House Sargeant at Arms. Cobb states his case for denying members of Congress reimbursal of the travel expenses to and from Washington under certain circumstances, citing various laws already passed and the reasons for doing so to prevent certain "evil" misdeeds. Fine reading and a good look into the Treasury Department's line of thinking at the time.
