(HIRAM W. EVANS) KU KLUX KLAN IMPERIAL BANISHMENTS AND DECREES
Good group of nineteen "imperial decrees" issued by HIRAM W. EVANS (1881-1966) "Imperial Wizard" of the Knights of the Ku Klux Klan, and each bearing his signature in facsimile, includes: typed document, 1p. 4to., Atlanta, Jan. 23, 1924, a decree ordering the banishment of Klansman S.F. Holden for repeatedly attempting to establish the Order of the Knights Kamelia, a subsidiary order of the Klan, without the permission of the Knights of the Ku Klux Klan officers, and for creating "strife and aggression... and other acts inimical to the best interest of the Knights of the Ku Klux Klan, Inc..."; typed document, 1p. 4to., Atlanta, Jan. 5, 1924, a decree ordering the banishment of "Imperial Ambassador" John R. Jones on unstated charges. These charges are somewhat elucidated in a second appended typed document, 1p. 4to. [Atlanta, n.d.], a "true copy" of a "presentment" accusing Jones of "...treason against our Order..." and giving "...comfort, aid, advice, mental, moral and physical support to the enemies... then and there committing treason against this Order..." This "presentment" is signed in type by sixteen state "Grand Dragons", and bears the facsimile signature of "Imperial Kligrapp" (secretary) H.K. Ramsey; typed document, 1p. 4to., Atlanta, Jan. 5, 1924, a decree ordering the banishment of "Imperial Giant" (ex-Imperial Wizard) EDWARD YOUNG CLARKE (1877-?) on unstated charges. These charges are somewhat elucidated in a second appended typed document, 2p. 4to. [Atlanta, n.d.], a "true copy" of a "presentment" accusing Clarke of "...treason against our Order..." and giving "...comfort, aid, advice, mental, moral and physical support to the enemies... then and there committing treason against this Order...", as well as being "...charged by certain criminal Courts of the United States of America with serious crimes..." Further research shows that in March of 1924, Clarke plead guilty to violating the Mann Act, which made it a felony to engage in interstate commerce with "...any woman or girl for the purpose of prostitution or debauchery, or for any other immoral purpose...". This "presentment" is signed in type by seventeen state "Grand Dragons", and bears the facsimile signature of H.K. Ramsey; typed document, 1p. 4to., Atlanta, March 7, 1924, a decree ordering the banishment of Atlanta Klansman Philip E. Fox as a resulted of his conviction for murder; typed document, 1p. 4to., Atlanta, Oct. 11, 1924, a decree ordering the banishment of Uniontown, Pennsylvania Klansman W.C. Likins, for no specified reason other than that Likins "... did willingly and knowingly violate the laws and principles of our Order..."; thirteen additional decrees, all 1-2pp. 4to., ordering such measures as the appointment of H.K. Ramsey as "Imperial Kligrapp", prohibiting the sale of stocks to Klansmen, appointing a committee to revise and update the Constitution and Laws of the Order, prohibiting the use of Klan letterhead for purposes unrelated to Klan activities, prohibiting the use of Klan regalia to promote lecturers unrelated to the Klan, prohibiting the wearing of personal jewelry and accessories which display Klan symbols, barring Klansmen from publishing grievances with other members in public newspapers, and more. Each decree bears Klan insignia at upper left, and is headlined "Official Document". Copies of these decrees were distributed to each local "Klavern", with these in particular originating from the files of John F. Marshall, "Kligrapp" (secretary) of the Altoona, Pennsylvania chapter. The documents show folds, some toning and occasional paper clip marks, else very good.
