HERBERT HOOVER
(1874 - 1964) 34th President of the United States whose attempts to reverse the course of the Great Depression led to his defeat at the polls by Franklin D. Roosevelt. Good content T.L.S. as Secretary of Commerce on official letterhead, 1p. 4to. Washington, Dec. 27, 1921, to Robert E. Farley. In part: "I have delayed in replying to your letter... pending the passage of the Congressional appropriation bill and the settlement of the contribution from the Bolshevik Government for Russian relief... This total of $40,000 will in my view provide relief for the drought stricken area of the Volga Basin, and the care of children elsewhere so far as transportation facilities will permit such relief. There is, of course, poverty in every block and at every corner in Russia and I would not wish, under such circumstances, to say that any money should not be provided for the relief of any suffering. However, the major situation is cared for and the problem becomes one of judgment as to the respective need of other parts of Russia as compared to the needs of our own country..." Hoover signs at the conclusion in black ink. The letter shows folds, with slight mounting remnants on the verso, else very good.
