(1808 - 1893) American politician and statesman from New York; Governor (1849-51); U.S. Senator (1851-57); U.S. Secretary of State (1869-77). L.S. as Secretary of State, 4pp. 4to., Dec 5, 1870 to Augustus Wilson re: the damage of his property in Cuba. Reads in part: "…Your memorial asking the interposition of this Government to obtain remuneration for injuries to your property in Cuba 'by armed forces claiming to be soldiers of the Republic of Cuba,' has been received. It is inferred that the aggressors, by whom the injuries to your property…claimed to be a party of the insurgents, who…have sought by arms to supersede the authority of Spain in Cuba. Before deciding that it may or may not be proper to make a demand against Spain…it will be important to have a more detailed statement of the occurrences…In many cases of reclamations which have been made on Spain…that Govt. has controverted the claim of citizenship when it appeared that the person had been born within her territory…Among the evidences of right to the protection of this Government in the case of claims for losses of property in Cuba…is the payment of the taxes and duties with regard to income…as required by the Internal Revenue Laws of the U.S….". Some soiling and light wear at folds.
