GROVER CLEVELAND
(1837 - 1908) 22nd and 24th President of the United States, supported civil service and fiscal reform. Fine association and content manuscript L.S. as Governor of New York, 7pp. 4to., Albany, Dec. 25, 1884 to George William Curtis (1824– 1892), American writer and public speaker, a Republican who spoke in favor of African American equality and civil rights. Cleveland responds to a letter sent to him by Curtis concerning the National Civil Service Reform League, progenitor of the Civil Service Commission. In part: "...a statute [concerning reform]...has been passed in congress...I regard myself pledged to this, because my conception of true Democratic faith and public duty, requires that this...should be given in good faith...in many utterances made prior to my election as President...abuses have grown up in the Civil Service. I know they are deeply rooted, and that the spoils system has been supposed to be intimately related...they have used their places for party purposes, in disregard of their duty to the people...they have proved themselves offensive partisans...The lessons of the past should be unlearned...". More excellent content. Fine. The National Civil Service Reform League was a non-profit organization founded in 1881 for the purpose of investigating the efficiency of the civil service. Largely through its influence many important civil service measures were passed. It became an advocate for civil rights in the 1960s, promoting "good government" which it defined as merit-based hiring and promotion of government employees.
