567. GEORGE IV (1762 - 1830) King of England who became Prince Regent when George III became permanently deranged. Scarce historic manuscript D.S. "George PR" as Prince Regent acting on behalf of his father George III, now deranged and blind, 17pp., folio, "Palace of Carlton House", Jan. 24, 1815. Boldly signed at the top of the first page and bearing the embossed red-wax and white-paper Royal Seal, and countersigned "Bathurst" by Colonial Secretary HENRY BATHURST for the absentee Robert Stewart. The sheets of the document held together by black silk ribbon at the left margin. Written to the Chancellor of Great Britain, John, Lord Eldon, authorizing him to affix the Great Seal of Great Britain to "an Instrument bearing date with these Presents (a Copy whereof is hereunto annexed) containing Our Ratification, in the Name and on the Behalf of His Majesty, of a Secret Convention between His Majesty and His Good Brother The Emperor of Austria, King of Hungary and Bohemia [Francis I], together with a Separate Secret Article and an Additional Secret Article, concluded and signed at Vienna on the Third Day of this Instant January 1815, by the Plenipotentiaries of His Majesty [Castlereagh] and of His said Good Brother [Metternich] duly and respectively authorized for that purpose". An important official document only months before Napoleon's defeat at Waterloo [June 18, 1815] and his second abdication [June 22], executed during the period when Great Britain was gaining a foothold on the Continent through subsidized alliances and secret treaties with foreign powers.
