GEORGE IV
(1762 - 1830) King of England who became Prince Regent when George III became permanently deranged. Scarce Manuscript D.S. "George R" as King, 5pp. legal folio, "Our Court at Brighthelmstone", Feb. 20, 1823, boldly signed at the top of the first page above embossed red-wax and white-paper Royal Seal, countersigned by future Prime Minister George Canning as Foreign Secretary. The sheets held together by black silk ribbon at the left margin. To the Chancellor of Great Britain, John, Lord Eldon, authorizing him to affix the Great Seal of Great Britain to "an Instrument bearing date with these Presents...containing a Full Power to Our Right Trusty and Well beloved Councillor Sir Charles Bagot, Our Ambassador Extraordinary and Plenipotentiary to Our Good Brother The Emperor of all the Russias [Czar Alexander I] authorizing and empowering him to do and transact with such Minister or Ministers as may be vested with similar Power and Authority

". King George has learned that "an Imperial Edict was promulgated at St. Petersburgh" on Sept. 4, 1821 "prohibiting, under pain of confiscation, all foreign Vessels from approaching within One Hundred Italian Miles of the North Western Coasts of America, the Aleutian and Kurile Isles, and the Eastern Coast of Liberia". George further explains "Whereas differences have in consequence arisen in respect to the Right of Commerce and Navigation in those Seas, and we being serious that the said difference should be amicably just, have thought proper to name some person of approved Fidelity, Ability, and Zeal for this salutary purpose". The "right of commerce and navigation" at sea was a major issue for the British as early as the beginning of Napoleon's Peninular War when Great Britain attempted to gain a foothold on the Continent through subsidized alliances, then broken treaties, with foreign powers. In very good condition.

Shipment is sent USPS priority, USPS International Express (for most overseas) or UPS Ground at the auctioneer's option, signature required, unless other arrangements are made. Handling, shipping and insurance charges will be added to the invoice in one entry. Buyer's should be aware that large, framed, fragile or odd shaped items can incur substantial shipping and packing charges. Customer's who supply their own courier account number will still be charged a handling fee.
