Description:

(1806 - 1879) Union major general who served as an advisor to Lincoln and Seward, and on various military boards. War-date A.L.S. as Major General on 'Headquarters, Philadelphia, Pa.' letterhead, 1p. 4to., July 28, 1863 to Asst. Adjt. Gen. John C. Kelton. In part: '...The draft for the...Fourth Ward of the City of Philadelphia had been made this morning, Five Hundred and Thirty nine names were drawn in presence of the Committee and citizens present, being the quota...difficulty has been apprehended by many of the residents...everything passed off quietly...' Binding holes at left margin, else fine. Clearly, Cadwalader is addressing concerns raised following the bloody New York Draft Riots only two weeks earlier. The only major violence associated with the draft in Philadelphia during the entire war took place not in 1863, as might be expected, but on August 29, 1862, in one of the wards that used this draft wheel: the Second Ward of the First Congressional District.
