L.S., 2pp., 8vo., Cuba, Sept. 13, 1896, to Mrs. Concepcion Genner, on Republica de Cuba Eastern Military Department Headquarters stationery. He writes: "...I am replying to yours of the 10th of the current month. Although the law authorizes me to issue the 'pass' you request, in observance to the orders of the General, I need to know first the type of pass, the quantities, the purpose and the destination, as well as other details appropriate in such a sensitive situation. Even if I trust you completely, I have to use all prudent means to carry out my responsibility and do my duty.
