The letter, in German and stamped 'REICH SECRET' at the top, reads in small part: '...General [Georg] Thomas told me yesterday that the order I passed to the Fuhrer, which I enclose [not present], has aroused your discomfort. Unfortunately, you were not told the context and not the contents of the cover letter...the Army Weapons Office issued the attached guideline, which states that it has only the manufacturing facilities that were released, which was in stark contradiction...the freed up army capacity must be used in addition to the Panzer program of the army for the Luftwaffe and the U-boats...no place needs to obtain a special order...I have agreed with General Thomas, the Luftwaffe program makes it urgently necessary that between you, the Reichsmarshall and I have a meeting in the near future in which we will vote...For a preliminary meeting, General Thomas will meet with you at Fuhrer Headquarters...' At the conclusion, Todt types a note to Thomas indicating that this copy is for his information and boldly signs. Multiple dockets throughout. Marginal file holes, else very good. Gen. GEORG THOMAS (1890–1946) was a leading participant in planning and carrying out economic exploitation of the Soviet Union, most notably the Hunger Plan. At this time he headed the Defense Economy and Armament Office in the OKW.
