Fine content contemporary retained copy of a letter, 4pp. 4to., St. Louis, Aug. 12, 1863, written by Assistant Quartermaster Lewis B. Parsons to Quarter Master General Montgomery C. Meigs, commenting on the conduct of one Captain Lyman which he describes as a"public disgrace". Parsons recalls multiple instances in which the captain had been surrounded by liquor, cigars, horses, preserved fruits, and other luxuries, which Lyman claimed were"...presents to him...as evidence of his success and popularity...". Parsons continues in part:"...he has cost the Government a quarter of a million of dollars... Lyman should be ordered at once to make up his accounts and a prompt examination be had of them...I strongly desire to see Capt Lyman brought to a prompt trial, not more to punish the wrong...than to set an example to others... if he is as criminal as is believed, he ought not only to be cashiered, but to be punished according to his criminality..." Very good to fine.
