FRANKLIN PIERCE
(1804 - 1869) Fourteenth President of the United States who initiated the Gadsden Purchase, opening up the Northwest for settlement. Superb association partly-printed D.S. as President with a large, bold signature, 1p. 4to., Washington, Jan. 15, 1855, Pierce's written order referencing the disastrous Ostend Manifesto. The Ostend Manifesto, written by Ambassador Pierre Soulé in league with John Mason and James Buchanan, recommended a policy of buying or "wresting" Cuba from Spain. The manifesto was a political bombshell, causing Northern Democrats to oppose their President and party leader because he cowed to Southern expansionists who wanted first Kansas - and now Cuba - as new slave states. Pierce authorizes the Secretary of State to affix the seal of the United States on his letter to Queen Isabella II of Spain that would note "Mr. Soulé's recall". This document shows Pierce moderating his stand amid the backlash; herein Pierce accepts Ambassador Soulé's resignation and would soon appoint a replacement (Augustus Dodge). Fine.
