Description:

(1882 - 1945) Thirty-second President of the United States who instituted the 'New Deal' programs and who led the United States through most of World War II. T.L.S. on Assistant Secretary of the Navy letterhead, 1p. 4to., Washington, March 6, 1917, to PRESTON DAVIE (188 -1967), an American lawyer and colonel during World War I who received a Distinguished Service Medal for his service. In part: '...hope to see you in New York soon to talk over a lot of things connected with Haiti and Santo Domingo...does it not seem more or less of a joke that we made that wild dash north just one month ago?' This refers to the U.S. occupation of Haiti, which stretched from 1915 to 1934, in which President Wilson deposed the existing president and pursued rewriting the Haitian Constitution. When the Haitian legislature refused to sign the new constitution, Wilson ordered the newly-installed president to disband the legislature in 1917. In early 1918, Franklin D. Roosevelt would supervise the drafting of Haiti's new constitution, and due to continued efforts to oppose the constitution, Haiti would remain without a legislature until 1929. Substantial paper loss at right edge, else very good.
