Description:

FRANKLIN D. ROOSEVELT
(1882 - 1945) Thirty-second President of the United States who instituted the 'New Deal' programs and who led the United States through most of World War II. IN THE WAKE OF PEARL HARBOR, F.D.R. SLASHES NON-DEFENSE SPENDING Fine content and association T.L.S. as President on White House letterhead, 1p. 4to., Washington, Dec. 23, 1941 to the young Massachusetts Republican U.S. Senator, HENRY CABOT LODGE, JR. (1902-1985). Only two days after the Japanese attack on Pearl Harbor, Roosevelt turns down Lodge's appeal for funds for a Boston Harbor project. In part: '...I have received your letter of Dec. 5, 1941...to make available funds...to dredge a seaplane channel in Boston Harbor....I advised the Secretary of War that I did not feel warranted in approving the project [in 1939]...no public works projects for the improvement of rivers and harbors and for public buildings should be initiated unless they were definitely important to the national defense program...neither the Army, the Navy, nor the Civil Aeronautics Authority consider this project as falling within that category...In view of the present needs of our defense program, I feel that I must adhere to the policy of providing only for those public works which are essential to the defense program...'. Boldly signed and in very fine condition. Lodge defeated Democratic Governor James Michael Curley in 1936 to represent Massachusetts in the Senate. He resigned from the Senate in 1944 to serve in Italy and France during World War II. Lodge remained in the Army Reserve after the war and eventually rose to the rank of major general.
