(1882 - 1945) Thirty-second President of the United States who instituted the ""New Deal"" programs and who led the United States through most of World War II. Rare D.S. as President, 1p. large 8vo., The White House, Washington, Mar. 4, 1940, headed: 'TO THE CONGRESS OF THE UNITED STATES' In full: 'I transmit herewith for the information of the Congress the report of the Commission of Fine Arts of their activities during the period January 1, 1935 to December 31, 1939.' Some toned spots at bottom, docketed in pencil at top, still very good with a bold signature. Signed presidential communications to Congress are rare. The U.S. Commission of Fine Arts was established by Congress in 1910 as a permanent body to advise the federal government on matters pertaining to the arts and national symbols, and to guide the architectural development of Washington, D.C.
