FRANKLIN D. ROOSEVELT
(1882 - 1945) Thirty-second President of the United States who instituted the "New Deal" programs and who led the United States through most of World War II. Rare partly-printed D.S. as Acting Secretary of the navy. 1p. folio, Washington, Apr. 15, 1919, an appointment of William W. Elder to serve as "Chaplain in the Navy"., nicely signed by Roosevelt at bottom. A rubber band stain extends from the center top of the document down 6", else very good. Matted and set into a wood frame. This is the first such naval appointment signed by Roosevelt we have encountered!
