(1814-1899) Governor of Union controlled Virginia during the Civil War, and of the state after its conclusion. Known as the 'Father of West Virginia', he led the state through Reconstruction with a policy of forgiveness towards former Confederates. Great content A.L.S. as Governor on official Virginia letterhead, 2p. 4to., Richmond, July 27, 1865, to the U.S. Attorney General James Speed (1812-1887) requesting a pardon for a former Confederate soldier. In part: '...Col. Munford, the Sec. of Commonwealth for VA for the last ten years and clerk of the House of Delegates of VA for 30 years before that, sent his papers for pardon some time since, but no action as yet has been reported. He comes under none of the exceptions...except the 13th and he does not think his property worth $20,000, but he cannot sell without a pardon...He has a large family and wants to sell his city property and go in the country. Can't you send him such certificate as will spare...and satisfy the Marshall. It will be a good relief to a worthy man...' Colonel George Wythe Munford (1803-1882) was a Confederate colonel and author who served as a Virginia state official for years before the war. He was also the father of Confederate brigadier general Thomas Munford. He would eventually be issued an official pardon and lived out the rest of his days in Gloucester County, Virginia. President Johnson had fourteen general exceptions during the Reconstruction period in issuing amnesty for former Confederates, and the thirteenth stated that those who willingly aided the cause with a property value of over $20,000 would not be given pardons. International shipments are invoiced by DIMENSIONAL weight, not the item weight.
