She states, in part: "...It was intended to ask a loan from the Govt. of India to carry out the Madras Drainage Works. Meantime it was found that the Municipality, in their present financial situation, could undertake no fresh liabilities. The Revision of the Municipal Act is now in progress. It will...provide funds necessary to carry out the much needed drainage works...". Early in the Crimean War (1854), Nightingale had taken a corps of 38 nurses to Uskadar, where she introduced sanitation, and, as a result, lessened cases of typhus, cholera, and dysentery.
