EX-SLAVE OWNERS REGISTRATION BUREAU LETTER AND FORM
Good pair of printed documents, both related to the compensation of former slave owners in the South. Includes: Typed unsigned advertising letter, 1p. 4to., Savannah, [n.d., circa 1893], on the letterhead of the United States Ex-Slave Owners Registration Bureau (Incorporated), in part: "Thirty years ago (Jan''y 1st, 1863,) the proclamation of emancipation was issued. By this act more than $800,000,000 worth of legitimate property was swept out of the hands of its owners in the Southern States... President Lincoln never favored the policy of interfering with slavery where it existed, nor of freeing the slaves without compensation to the owners, and if he had lived there is no doubt he would have used his great influence to have justice done between the Government and so large a number of her citizens... History shows that no civilized nation has ever emancipated her slaves and failed to compensate the owners... In view of these facts, and realizing that the time is fast approaching when it will be impossible to obtain an authentic record of slaves owned and recognized as property by law at that time, we have devised a system of registration whereby any former owner, or the heirs of any former owner of slaves can have them registered in approved books of record, and their sworn returns of said slaves preserved for future reference at a nominal cost..." The letter encloses a printed document blank, 1p. oblong 12mo., allowing an applicant to list the number of male, female and minor slaves owned, their contemporary owner, the state in county where the slaves were held, and blanks for the applicant''s signature and those of two witnesses. The advertising letter shows folds with some splitting thereto, and is laid down on a sheet of stiff paper, while the form shows folds, both very good. Two pieces. This organization was criminal fraud calculated to deprive ex-slave owners of fees for the registration of their liberated slaves based on the promise of obtaining compensation for their "confiscation". According to the Washington, D.C. "National Tribune, the scheme was concocted by a "... smart individual of Hebrew extraction..."
