Description:

(1835 - 1910) Union brevet brigadier general, helped organize the Waukegan Zouaves, fought in the battles of Pea Ridge where he was wounded, with his younger brother Corporal Frederick Payne being killed and scalped by the Confederate Cherokees. A pair of fine association letters, the first being an A.L.S., 2pp. 4to., Illinois, June, 1869, to President ULYSSES S. GRANT (1822-1885). In part: ‘...I would most respectfully solicit your Excellency to appoint myself as Special Agent or Assistant Special Agent for the Treasury for the Pacific Coast...As to my qualifications and claims...I will mention however that I am by profession a lawyer – have served for four years in the legislature of Illinois – Served as a soldier from April 18, 1861 to Nov. 1864 in Illinois Regts. – have held six commissions in the Army – the last being that of Brig. Gen...was the first man in my county to advocate the nomination and election of Gen. Grant for President which I did in a public speech during the fall of 1867...' The second letter is an A.L.S., 1p. 4to., Illinois, June 19, 1869, to temporary Secretary of State, ELIHU B. WASHBURNE (1816-1887). In part: ‘...Will you be so kind as to endorse the enclosed letter to the President...It seems to me that in view of the past, I do not presume too much in asking for and expecting your favorable recommendation...' Both letters are signed ‘E.B. Payne' at the conclusion. Very good.
