(1845 - 1937) Secretary of State in Theodore Roosevelt's cabinet, awarded the 1912 Nobel Peace Prize for his mediation in European and Latin American disputes. Fine content T.L.S. as Secretary of State on official letterhead, 1p. 8vo., Washington, April 27, 1906 to William C. Sanger (1853–1921), Assistant Secretary of War (1901-03) and president of the American delegation to the Geneva Conventions of 1906. Root discusses Sanger's upcoming trip to Geneva to negotiate the Geneva Convention of 1906. In part: '...I am very glad that you are going to Geneva. I think you had better come down here as soon as you can conveniently, for the purpose of going over the subject with Davis and your other associates. There is a good deal of work to be done, and not much time to do it in...' Very good. The 1906 Geneva Convention was a tremendous improvement on the first one, in 1863. The amendments extended protections for those wounded or captured in battle as well as volunteer agencies and medical personnel tasked with treating, transporting and removing the wounded and killed. It further stated all prisoners must be treated with compassion and live in humane conditions, laid out rules for the daily lives of prisoners and established the International Red Cross as the main neutral organization responsible for collecting and transmitting data about prisoners of war and the wounded or killed.
