Boldly signed in bright blue ink. Framed with a photograph 8" x 10" b/w, an official portrait of Eisenhower inscribed at bottom, likely in a secretarial hand. Matted in dark green and set into an ornate silver-gilt frame. Fine condition, not examined out of frame, and perfect for display.
