DANIEL RUGGLES
(1810 - 1897) Confederate brigadier general who led a corps at Shiloh, later serving under Bragg, Van Dorn, and Joseph E. Johnston. Important manuscript D.S. as "Commissary General Prisoners of War", 5pp. legal folio, heavily corrected and amended by Ruggles, Richmond, Mar. 31, 1865, one week after his appointment to the position by Jefferson Davis. Described as "Special Orders 2", the document sets forth very general administrative rules for Confederate prisons. Prison commanding officers are held responsible for the "good order and military discipline" of their commands and the security of prisoners, and rules fort maintaining prisoner rolls are set forth. He also notes: "...where negro prisoners of war are delivered separate rolls...will be kept with them...". Of course, all arms and ammunition are to be surrendered to a CSA ordnance officer and further rules are sety forth concerning paroles, transfers, etc. Text a bit light in places, else very good. Also present is an unrelated A.L.S. by Ruggles, again as Commissary General of Prisons, 1p. 8vo., Danville, Apr. 6, 1865 (three days before Lee's surrender) ordering a Capt. S. T. Bayley to inspect "...the prison at this place, and report to these Head Quarters. Lt. Col. R. C. Smith Commandant will afford...every facility...". Very good. Danville was an oppressive prison, especially late in the war.
