CORRUPTION AND PROSTITUTION AT STANDING ROCK
Historically significant manuscript D.S., 2pp. legal folio, Standing Rock Agency, Dakota Terr., Dec. 1, 1888, an affidavit by Joseph Primeau, who with Charles and Louis Primeau, was one of the most notable interpreters in the history of the Hunkpapa, Siha Sapa, Lower Yanktonais and Yankton people of the Standing Rock Indian Agency. The Primeaus were protégés of Standing Rock Indian Agent James McLaughlin, and were involved in virtually every major incident on the reservation post-Little Bighorn, particularly when Gall and then Sitting Bull returned from exile in Canada. In this document Primeau is responding to a complaint of corruption, namely that he is furnishing Lakota and Wiceyela girls and women for local brothels, and that he is stealing annuities that were guaranteed by treaty for the people on the agency rolls, in order that he can operate a black market venture. Primeau disavows any involvement in providing "Sioux girls...to any immoral house for purpose of prostitution, particularly at...Fort Yates, D.T. or the Standing Rock Indian Agency...". Primeau also denies that he carries a walking stick to help him get about due to the effects of venereal disease, and denies he ever hid under a blanket when visiting the Indian reservation. He also refutes allegations of having had duplicate keys to storerooms from which he may have stolen goods. These denials are obviously made to address direct, detailed allegations already set forth by Sioux complainants, and appear absolutely transparent. A classic and original example of the tawdry transgressions committed against the Lakota/Nakota/Dakota in the early reservation period, which were not confined to Standing Rock. Very good
