639. SAMUEL COOPER (1798-1876) Confederate major general who was the highest ranking officer in the Confederate army. He served as Inspector General in Richmond throughout the war and fled with Jefferson Davis when the capitol fell. D.S., 1p. 8vo., Washington, Feb. 15, 1853, a printed general order modifying the northern boundary of the Texas military district previously established at the conclusion of the Mexican War. The document reads in part: "...By direction of the President of the United States the northern boundary of DEPARTMENT No. 8... is again modified at follows: Commencing at the intersection of the 32nd degree of north latitude with Rio Bravo del Norte, and running due east along the northern boundary of the State of Texas... to the meridian of 103 [degrees] west from Greenwich, thence to the junction of the Choctaw Creek, with Red River, and down the said river to the western boundary of Arkansas..."
