Description:

36. COMMENTARY UPON THE DIMINUTIVE AMERICAN ARMY IN 1790 AND PRESSING LEGISLATION IN CONGRESS A.L.S., 2pp. 4to., New York, May 25, 1790, from William W. Morris to Col. Lewis Morris, Jr., commenting about how the size of the Federal Army limits the career opportunities for their brother, Captain Staats Morris. In part: "The army upon which he placed his dependence leaves him with no prospect. The addition made to the troops already in service is only 400 men, which after filling the old regiment will be but four companies to organize officer..." Morris then speculates upon two bills currently being debated by Congress: "This day agitates two important questions in Congress. The one in the senate upon removal of Congress, the other in the lower house concerning the assumption of the state debts. Some judge congress will leave us. For my own part I must confess myself of a different opinion...Before the question is finally finished a variety of combinations and different forces will act upon it. We have a new election for members in congress. Hathorn Van Ransaleer & Floyd are out, and in their room is Townsend, Schoonmacker & Gen. Gordon. The latter is a Federalist..." Good.$300-400
