(1829 - 1886) Twenty-first President of the United States who took office following the assassination of James Garfield. ARTHUR APPOINTS THE FIRST 'INDIAN SCHOOL' SUPERINTENDENT Important content partly-printed D.S. as President, 1p. folio, Washington, June 5, 1883, the appointment of 'James M. Haworth, of Olathe, Kansas' to serve as the first 'Indian School Superintendent' in the United States, with the length of his term to extend beyond the usual (pre-printed) 'end of the next session of the Senate...'. Very boldly signed by Arthur at bottom with a large signature, co-signed by Secretary of the Interior HENRY M. TELLER (1830-1914). Folds, else fine condition, beautifully matted with gold fillets and accented mat, set into an ornate gilt wood frame. Teller strongly opposed the Dawes Act, intended to break up communal Native American lands and force assimilation of the people for the benefit of white settlers. However, in 1883 (the year of this document) he approved the Indian Religious Crimes Code, which sought to prohibit Native American traditional ceremonial activity. Customs, dances, plural marriage, and other practices were to be prosecuted by a 'Court of Indian Offenses,' with authority to impose penalties of up to 90 days imprisonment and withholding government rations. JAMES M. HAWORTH (1831-1885), a Quaker, had served as Indian agent at Fort Gibson and established the Chilocco Indian Agricultural School near Ponca City, Ok. The school shamefully stressed vocational education versus academic courses taught to whites, sought to erase the students' cultural heritage, and forced students to attend Christian services.
