In part: "...There are many sad examples and a confirmed experience, that our citizens have been ruined by the Jews with their usurious contracts...we have decided to protect our citizens that from now on all contrast with Jews are invalid. The only exception is that if the citizen is over twenty-five years old and in good standing and with a good name, he may borrow from the Jews but only if the Mayor of the city signs the contract as a witness. For younger people, contract-making with Jews is strictly forbidden. If Jews are trying to make contracts with young people the will be removed from our city.
