A.L.S. on engraved U.S. Congress letterhead, 1p. 8vo., Washington, Mar. 4, 1868 introducing a man from Michigan City "...who comes here to talk about their Harbor. They are very reasonable in their requests & Co. Wheeler recommends them. Please put him `on the footing of the most favored nations' as the Treaties say..." Tape along left margin, otherwise very good to fine condition.
