[ Autographs ] SAMUEL A. OTIS (1740-1814) American statesman, a framer of Massachusetts' constitution who also negotiated with Shays and in 1788 was a delegate to the Constitutional Convention. Fine content A.L.S. 2pp., legal folio, Boston, Nov. 22, 1777, to Signer Elbridge Gerry concerning the surrender of Burgoyne at Saratoga. In part: "...The consideration of our public affairs being so glorious a situation fills my soul with thanks to Him who overturns Empires, pulling down one & setting up another - and indeed the Capture of a Royal brave & well appointed Army, the repulses and baffling of another, considering all Circumstances, is little short of miraculous.When the tribute of gratitude is paid to the great first Cause, what honor is due to the brave, the great actors in this grand Scene! I congratulate you my honored friend in acting so conspicuous a part in it...The Hon. Mr. Hancock arrived here on Wednesday tho by his appearance far from being in the Situation of Genl. Burgoin when he advanced upon us, in the full power of health..." Otis continues into other matters including the adoption of the Articles of Confederation on November 15, 1777: "...There is great expectation of a new form of govt. in our State. I hope it will be a good one and an executive power will be lodged somewhere, at present if there is any you would be puzzled to find it. Hence the chariot wheels drag so slowly. I hearwe have got the Secret Expedition to pay for amongst ourselves, which is unfair & unequal, tho it was conducted in a wretched manner..." With integral address leaf docketed by Gerry. A few small chips at topand bottom margins, minor loss on address leaf, otherwise very good condition.
