In part: "...Ifthe Secretary of War could be induced to consent to your being locatedhere...it would enable you to put your Department in operation to muchbetter effect...one or more of your deputies might be employed in procuring such information [concerning cannon and ordnance stores] andforming such arrangements as circumstances require in the Southern & Western sections of the Union...it is absolutely necessary that you should have a Deputy at Philadelphia...I find it impossible to performthe duties...[of] the Ordnance Department while occupied with so many other arrangements..."
