Carroll to the rank of "Brigadier General of Volunteers" effective from May 12, 1864. Co-signed by EDWINM. STANTON as Secretary of War. Gen. Samuel S. Carroll led a division at Fredericksburg, later fighting at the Wilderness, Spotsylvania ( where he was twice wounded), and served at Gettysburg as well. After the war he received a brevet as major general. The engrossment is light but entirely legible, folds and a bit of cockling at margins - Lincoln's signature is very bold and fine, Stanton's less so.
