Roosevelt" as President, lp. folio, Washington, Mar. 19, 1937 to his Excellency Leon Cortes, President of Costa Rica. A calligraphically written letter with the Seal of the United States at top, it reads in part: '..I have received your letter of the 8th of May last, in which Your Excellency announced your assumption, on that date, of the Presidencyof the Republic of Costa Rica I cordially reciprocate the sentiments you express for the continuance of the friendly relations between theUnited States of American and Costa Rica and I assure Your Excellencyof my best wishes for your personal welfare and for the prosperity ofthe Republic...
