ARTUR PHLEPS
(1881 - 1944) Austro-Hungarian, Romanian and German SS-Obergruppenführer und General der Waffen-SS. Commander of SS-Regiment Westland and SS-Freiwilligen-Division "Prinz Eugen", undertook murderous reprisal actions in the Balkans, Serbia and Croatia. Interesting content typed D.S., 2pp. 4to., [n.p.], June 4, 1944, an evaluation of SS-Standartenfuhrer DESIDERIUS HAMPEL (1895-1981) as a positional division commander of the 13th Waffen Mountain Division of the SS "Handschar" (1st Croatian). The document lists Hampel''s birth date, rank, religion (Roman Catholic), his peacetime profession (forester), and the languages he speaks in additions to German. It goes on to evaluate Hampel''s general personality, his physical and mental acuity, his conduct with superior officers and colleagues, his ideology, and his achievements in battle, describing him as: "... benevolent, prudent, ambitious, methodical... mentally very alert and naturally active... has a view for reality... impresses upon his staff his desires... to his subordinates a fair and caring commander, knowledgeable about human nature... outstanding conduct as a National Socialist and SS leader... resolute..." The document is signed at the conclusion by SS-Brigadefuhrer KARL-GUSTAV SAUBERZWEIG (1899-1946), at that time the commander of SS Division "Handschar". At the bottom of the page, Phleps approves the recommendation of Hampel as a potential division commander, adding his signature in black ink. Hampel would duly become the commander of SS Division "Handschar" on June 19, 1944, following Sauberzweig''s promotion. The document shows considerable toning and torn file holes at the left margin, with a chip to the right edge and slight folds, else very good.
