Description:

(1815 - 1875) Military Governor of Texas with the rank of brigadier general of volunteers. After a Union attempt to capture South Texas failed in 1863, he spent the rest of the war holding this empty position in New Orleans. UNION GOVERNOR OF TEXAS LOSES CONTROL OF HIS FORCES IN THE WAKE OF THE FALL OF GALVESTON Historic content war-date A.L.S. as military governor of Texas and brigadier general, 1p. 4to., New Orleans, Jan. 3, 1863 to Major William L. Burt ordering him to desist from making an unauthorized attack near Brownsville only two days after Confederate Gen. John B. Magruder had recaptured Galveston from Union forces. In small part: "...It has been reported to me...that you entertained the design of making use of the transportation and force placed at the disposal of my offices detailed to Galveston to land a force at the mouth of the Rio Grande...with the design of making a demonstration on land contrary to the order...intended [to use] the force and transportation to be engaged in bringing off Texas refugees and to occupy Galveston. I hope major that none of the officers under my command will either directly or indirectly suffer themselves to be connected with any such disobedience of the positive and emphatic orders of their superior officer..." Fine. Magruder’s bold attack and Union ineptitude allowed the city to be recaptured, and it remained in Confederate hands until the end of the war.
