Speer, who detested Himmler, puts his adversary squarely in his place. In part: "A Dear Party Comrade Himmler!...I have explained to you the difficult situation we are currently facing in the field of construction and have suggested ways and means of best reaching our common goal, the increase of armament and use of all forces for the victory. Today I am informed of a letter from the Waffen-SS Commander in the Netherlands to the company A.v.Reef...my representative for the building industry in the occupied territories of the Netherlands informs me...it is not an isolated incident, but that the Waffen-SS Commander...has sent large number of similar letters to companies. Dear Pg. Himmler, although I do not overlook the fact that the commanders of the Waffen-SS have to perform tasks whose implementation is very difficult given the current shortage of construction equipment, labor and building materials, it is unacceptable under any circumstance that your subordinate departments behave in a manner that not only crosses my intentions to regulate the construction industry, but also causes uncertainty among the construction companies operating in Holland, whose repercussions, in the end, are again unfavorably affecting our recovery potential. I assume that the Waffen-SS Commander...did not fully understand the implications of his actions...my authorized representatives are instructed to promote the urgent construction projects and wishes of the Waffen-SS in the same manner as they do for the construction projects of all other contingents.
