Oblong 8vo., New York, Sep. 28, 1863, a certificate signed by Tweed as a Supervisor of the New York County Substitute and Relief Committee, approving George Smith to serve in the Union Army as a substitute for laborer James Lee of 17 West Street. Attached also are certificates signed by Lee and Smith attesting to the fact that Lee's $300 bounty had been assigned to Smith. One letter in Tweed's signature slightly smudged, else fine.
