(1755 - 1827) American politician and member of the Constitutional Convention, he also assisted in the framing of the Constitution. Fine content manuscript D.S. as Minister to Great Britain, 1p. legal folio on ornate U.S. Legation letterhead, [London], Apr. 4, 1798. King certifies that: '...Col. Ephraim Bowen...informed me that he was part owner...of the American Ship Providence and her Cargo, which...had been captured by a French Cruiser and recaptured and sent into Plymouth by a British Frigate...' Large chip to blank upper-right corner and ragged and soiled top margin, a puncture in a blank area, still very good. The seizure was one of many during the Quasi-War with France, dated 1798-1800. EPHRAIM BOWEN (1753-1841) was a Revolutionary War veteran and Quartermaster General of Rhode Island Militia. He also participated in the burning of the British customs schooner GASPEE.
