Good content A.L.S. on Senate letterhead, 1p. 4to., Washington D.C., March 28, 1896, to Rev. Justin D. Fulton (1828-1901) regarding sentiments about Cuba. In part: '...Accept my thanks for your letter and enclosed sermon on Cuba. Whatever the cause of...persecution, it is our duty to have it stopped. The United States is responsible before God and man for sparing brutality, and we should at once put an end to it...I will send you my speech as soon as possible...' Lightly toned and creased, else fine. In the years leading up to the Spanish American War, Mills became known for delivering erratic and passionate speeches on the Senate floor regarding the need to address the Cuban issue.
