KENNETH STRONG ON RUSSIA'S WAR PLANS
(1900 – 1982) British major general who earned both British and foreign awards for his service in Eisenhower's Supreme Headquarters Allied Expeditionary Force and his role in negotiating the surrender of Germany in 1945. Promoted postwar to Director General of Intelligence. Good content T.L.S. (unsigned) marked ‘Personal', 2pp. 4to., London, June 22, 1951, sent to WALTER BEDELL SMITH (1895-1961), Eisenhower's chief of staff at Allied Forces Headquarters during the Tunisia Campaign and the Allied invasion of Italy in 1943. In part: ‘...I think we are making great mistakes by endeavoring to prove that Russia intends to go to war on this or that date...The latest I have heard is that the year 1954 may be critical because by that date Allied and Russian armaments have started to get out of date and, therefore, there will be an urge by one side or the other to make use of these armaments before this happens...in the days when this theory was tenable, only a few types of major armaments existed such as battleships and machine guns...I believe we are making a great mistake in attributing to Russia a well thought out plan...I am more and more coming to the conclusion that Russia has no master plan...If we accept this and also the fact that which is closely connected with it, namely, that Russia is, therefore, not so Machiavellian in her actions as we think, much of the apparent inconsistencies in her conduct can be explained...Russia's preparations in the Balkans have been made so that at a moment's notice she can move troops into Yugoslavia and Albania and forestall or, anyhow, frustrate such a landing...' At the top of the first page is an annotation by Strong, reading ‘Aftermath and War'. Chipping, else fine.
