(1779 - 1851) American physician and diplomat, U.S. Congressman from South Carolina, and later Secretary of War under Martin Van Buren, eponym for the Poinsetta plant. Rare and interesting L.S. as Secretary of War, 1p. 4to., 'War Department', October 8, 1939, to 'Cashier Girard Bank Philadelphia' regarding the issuance of bonds. In part: '...I have received from the Cashier of the Bank of America, under protest, the draft of Samuel Cooper...acting Secretary of War, on you for $6,250, intent on Tennessee Bonds in the name of the Secretary of War for the use of the Indians, for the half year ending 30 June 1839...' Creased and lightly toned with scattered stains, else fine. The U.S. War Department at this time was engaged in the Second Seminole War, a conflict fought with the intention of removing the Seminoles and other Indians from the state of Florida. It is possible that bonds mentioned could have been used as payment for Indians fighting on the side of the United States Army.
